- Accounts looking to benefit from good loss experience
- Challenging accounts with poor loss history and high experience mods
- Accounts at premium levels that typically do not qualify for a loss-sensitive program
- Accounts looking for an alternative to self-insurance
- Minimum account size $150,000 in guaranteed cost premium
